EU-Agent-Bench: Measuring Illegal Behavior of LLM Agents Under EU Law

Large language models (LLMs) are increasingly deployed as agents in various contexts by providing tools at their disposal. However, LLM agents can exhibit unpredictable behaviors, including taking undesirable and/or unsafe actions. In order to measure the latent propensity of LLM agents for taking illegal actions under an EU legislative context, we introduce EU-Agent-Bench, a verifiable human-curated benchmark that evaluates an agent's alignment with EU legal norms in situations where benign user inputs could lead to unlawful actions. Our benchmark spans scenarios across several categories, including data protection, bias/discrimination, and scientific integrity, with each user request allowing for both compliant and non-compliant execution of the requested actions. Comparing the model's function calls against a rubric exhaustively supported by citations of the relevant legislature, we evaluate the legal compliance of frontier LLMs, and furthermore investigate the compliance effect of providing the relevant legislative excerpts in the agent's system prompt along with explicit instructions to comply. We release a public preview set for the research community, while holding out a private test set to prevent data contamination in evaluating upcoming models. We encourage future work extending agentic safety benchmarks to different legal jurisdictions and to multi-turn and multilingual interactions. Who Speaks Matters: Authority-Aware Multi-View RAG over Italian Parliamentary Proceedings

Parliamentary proceedings are a primary record of democratic deliberation, yet their volume and fragmentation make multi-perspective access difficult for citizens, journalists, and researchers. Applying Retrieval-Augmented Generation (RAG) to parliamentary transcripts introduces three specific risks: dominance of the most frequent speakers, inability to weight speakers according to topical expertise, and citation misattribution in politically sensitive text. We present ParliamentRAG, a RAG system for the Italian Chamber of Deputies that addresses these risks jointly. Its core contribution is a topic-dependent authority model that estimates each speaker's authority as a function of the current query, combining interpretable components such as profession, education, and previous interventions. Given a user query, the system retrieves relevant speech chunks, identifies topic-relevant experts across parliamentary groups, and generates a summary synthesizing their perspectives, accompanied by supporting quotations. ParliamentRAG is evaluated against Google NotebookLM on 15 policy topics via a two-level protocol combining automated metrics and blind A/B human evaluation by six domain experts. The system achieves higher coverage across political groups (0.97 vs. 0.95), perfect quotation faithfulness (1.00 vs. 0.95), and stronger expert preferences on source-related dimensions, while NotebookLM remains stronger on prose-oriented dimensions.

Inteligencia Artificial jurídica y el desafío de la veracidad: análisis de alucinaciones, optimización de RAG y principios para una integración responsable

This technical report analyzes the challenge of "hallucinations" (false information) in LLMs applied to law. It examines their causes, manifestations, and the effectiveness of the RAG mitigation strategy, highlighting its limitations and proposing holistic optimizations. The paper explores the ethical and regulatory implications, emphasizing human oversight as an irreplaceable role. It concludes that the solution lies not in incrementally improving generative models, but in adopting a "consultative" AI paradigm that prioritizes veracity and traceability, acting as a tool to amplify, not replace, professional judgment. -- Este informe t\'ecnico analiza el desaf\'io de las "alucinaciones" (informaci\'on falsa) en los LLMs aplicados al derecho. Se examinan sus causas, manifestaciones y la efectividad de la estrategia de mitigaci\'on RAG, exponiendo sus limitaciones y proponiendo optimizaciones hol\'isticas. Se exploran las implicaciones \'eticas y regulatorias, enfatizando la supervisi\'on humana como un rol insustituible. El documento concluye que la soluci\'on no reside en mejorar incrementalmente los modelos generativos, sino en adoptar un paradigma de IA "consultiva" que priorice la veracidad y la trazabilidad, actuando como una herramienta para amplificar, y no sustituir, el juicio profesional.

Bundesrecht: An Open Library and Corpus for German Statutory Reference Processing

Statutory references are central to legal language understanding, but are difficult to process automatically, as they appear in compact and variable surface forms, may combine multiple targets, use special abbreviations, and often point to lower-level units. Existing tools for German focus either on parsing references from legal documents or accessing statutory text once citations are explicit. This paper introduces bundesrecht, an open resource for German statutory reference processing, consisting of a software library and a structured corpus of German federal law. The library parses, normalizes, and resolves German statutory references, mapping raw citation strings to structured objects, expanding compact references into canonical forms, and linking them to statutory provisions. The accompanying dataset preserves the internal hierarchy of statutes from laws to fine-granular subclauses. We evaluate the parser and normalizer on 2,944 annotated German legal references using strict exact-match and micro information extraction metrics. We further evaluate canonical reference deduplication and show that normalized references group real citation surface variants far more reliably than string matching. bundesrecht is the first open resource that covers German statutory reference processing as an end-to-end pipeline, from raw citation string to resolved statutory provision, and is available on PyPI.

Superintelligence and Law

The prospect of artificial superintelligence -- AI agents that can generally outperform humans in cognitive tasks and economically valuable activities -- will transform the legal order as we know it. Operating autonomously or under only limited human oversight, AI agents will assume a growing range of roles in the legal system. First, in making consequential decisions and taking real-world actions, AI agents will become de facto subjects of law. Second, to cooperate and compete with other actors (human or non-human), AI agents will harness conventional legal instruments and institutions such as contracts and courts, becoming consumers of law. Third, to the extent AI agents perform the functions of writing, interpreting, and administering law, they will become producers and enforcers of law. These developments, whenever they ultimately occur, will call into question fundamental assumptions in legal theory and doctrine, especially to the extent they ground the legitimacy of legal institutions in their human origins. Attempts to align AI agents with extant human law will also face new challenges as AI agents will not only be a primary target of law, but a core user of law and contributor to law. To contend with the advent of superintelligence, lawmakers -- new and old -- will need to be clear-eyed, recognizing both the opportunity to shape legal institutions as society braces for superintelligence and the reality that, in the longer run, this may be a joint human-AI endeavor.

ImmigrationQA: A Source-Grounded Dataset and Small-Model Adaptation for U.S. Immigration Law

U.S. immigration law spans thousands of pages of official policy, federal regulations, and procedural guidance that change frequently and carry high stakes for petitioners who lack legal representation. We describe the construction of ImmigrationQA, a source-grounded question-answering dataset of 17,058 pairs across 13 immigration subdomains, and the fine-tuning of a Llama 3.2 3B Instruct model on that dataset using parameter-efficient LoRA. The corpus was assembled from 11 primary and secondary sources -- including the USCIS Policy Manual, 8 CFR, BIA precedent decisions, and community Q&A -- yielding 10,056 validated canonical documents and 18,308 text chunks. Structured QA pairs were generated from these chunks using Claude Sonnet 4.6 via five mode-specific prompts, with 22 pairs rejected for insufficient source-span overlap. The fine-tuned model was evaluated against a held-out split of 993 pairs using LLM-as-judge scoring on a 101-example stratified sample. The fine-tuned model scored a mean of 1.08/3.0 (16.8% fully correct; 101-example stratified eval) versus the Llama 3 8B base model at 0.85/3.0 (4% fully correct), a relative improvement of 27% in mean score; a zero-shot Claude Sonnet baseline scored 1.52/3.0 (25% fully correct). The fine-tuned model shows concentrated improvement in procedural subdomains (travel documents, adjustment of status, nonimmigrant visas) while remaining weak on complex legal reasoning and time-sensitive statistics. The full pipeline ran for approximately $29 in cloud compute. All artifacts -- dataset, model, code, and prompt templates -- are publicly released. The system is not a substitute for legal counsel and does not reflect regulatory changes after the corpus crawl date.
